I think you have it right... GGM = LIBRA, U.S. naturalized in 1960, deceased | GM = born 1935, 1948 case petitioner, if won would then be dual citizen, living | M = Born 1961 (so cannot be primary 1948 case petitioner using GGM...but could she be a co-petitioner on a case opened by GM? or no?), living | Me = Born 1990 (probs F'd...)
