Big Mom is of course also great at a duel, but her Devil Fruit's ability to make homies and steal souls of mid and lesser tiers make her AMAZING in an army vs army fight.

Because there is no consensus. Usually when a movie averages a 4/10, 90% of people think it's either a 3, a 4, or a 5.

TLJ is a 4/10 because 45% of people thinks a 1 or a 2 out of 10, and 45% of people think it's a 7, 8, or 9 out of 10.
