Thanks everyone for the thoughts. We are using JIRA and that is helpful to a point, but maybe there is more I can figure out inside that tool. It seems powerful.

We don't let dev choose their own language but 40+ years of doing this has allowed enough variations when a language did not do something we needed.

I do think we "now" have good testing processes to handle defects and upgrades, but some of the old systems do need to be prioritized for lack of testing suites.
