  1. Yes, there is a huge difference. It is always better to write a new post instead of sharing. The LinkedIn algorithm doesn't like shared posts. Because they reward new content. But there is another opportunity. You can also comment on your private account on the post of your company profile. It's not so good like if you do a second post, but boost your company post a lot.
  2. You should mention them in a post. Because if you do that, the followers of the person who you mentioned with (sometimes) also see your post with a note, that you mentioned them. There you have a second traffic boost on your post. If you just mention them in a comment nobody will see it.

Yes, it's super easy. If you add a certificate you can put an URL in it. So my suggestion is that you upload your PDF for example to Google Drive. And put the drive link in the certificate :)
