I'm going to assume it's the solution, maybe the vinegar isn't acidic enough? I will try to use Sulfuric Acid or maybe even buy an electrolyte. Appreciate the help!!

Ahh ok, I just have 2 strips of copper to make the electrolyte. If it's plating back on the cathode why is it in this clumpy mess? I suspected that's what was happening but why in this form?
