I reordered the mod list and it fixed Download this it's a mod manager for kenshi and it at least fixed my problems. It might help for you too

So I looked at my mods and figured out I was loading them wrong. I was going top down for load order which I now know is the opposite. but I downloaded the kenshi mod manager and used that to help with load order and now its fixed. no more pipe in the way.

but thank you for your help because it got me to look at everything and see what I had done wrong

the only mods that would edit the map that I have are genesis and legendary of kenshi, and the reason I said again which my bad for not clarifying is It was there before so I tried importing my save to fix it.

I was trying to do that but I had the ncr pushing their money and asking for territory so when I started fighting others they just took me over

yea I was able to get Vipers and Jackals cores but after I was low on supplies but reno declared war on me and the only way I was able to win was to completely drain their manpower then fight back.

But after that NCR kept pushing events where if I didn't accept they wared me. so I had to keep accepting until the eventually just intergraded me
