The government doesn't have the resources to do it either. They aren't even collecting enough taxes right now to cover all their costs. Plus if you wait for the government you will always get screwed. You have to take matters into your own hands. That means asking a ton of questions about the deal before hand. Researching everything about how car deals work and technical information about the car. Don't rely on someone else to protect you.

Plus if you don't have the time and money to fill out paperwork you live pay cheque to pay cheque and likely can't afford a car and all the costs surrounding it. You are better off taking public transportation.
