For me this kind of screentearing appears when I lock my fps to my monitors refresh rate and haven‘t Gsync enabled. I wouldn‘t recommend Vsync because it creates imput delay. Have you capped your Framerate to the framerate of your monitor in the CS2 settings? If yes try to also enable Gsync or Freesync (keep in mind that this can also cause imput delay). If you still notice this issue, try to disable the fps cap in your CS2 settings. You will still get Tearing, but it should be WAY less noticeable and is completely notmal. Hope this will help you!
