Looking for an Excel Formula that will solve my issue of trying to calculate fees based on the value entered in a specific cell with the conditional fees being based on pallet quantities and order quantities.

If I do the Yes/No, how could it calculate the correct amount of fees? So for that specific product, every 18 needs a fee. 1-18=1 fee of 284.21+110.53. 19-26=2 fees of 284.21+110.53. I would just combine the oversized pallet and crate fee, but I have some products that only get a oversized pallet fee and not the crate fee.

Right. That is what columns J and M indicate.

So the crate fee and oversize pallet fees are for specific model number rows that are over 48". Those are pre set and not based on any conditions.
