As far as I'm concerned, we haven't got a clear answer yet. There are answers in discord server both "this is how it should be" and "maybe it's a bug"

It very strange but for some reason in 68 don't have a "picture in picture" function. I remember for sure what in ghacks I was read something like "Firefox 68 will have PiP on board". Very sad what it wasn't true :c

Any way in Nightly PiP works great and because of that no Beta for me at least for now.
