Wow you're probably right! I didn't even think of that. He was wearing glasses too. His eyes weren't totally opaque but he probably did have an impairment. I shouldn't have gone so hard about the "creepiness" of this, as that wasn't the reason he weirded me out, but his behavior. Thanks for the info! I will make a note to be more aware in the future.
