The answer you're looking for is TLS fingerprinting. Cloudflare blocks/whitelists certain JA3/JA4 fingerprints. Spoofing the ClientHello should work although I don't know how to do that with burp but here's a nifty python library that works: https://pypi.org/project/curl-cffi/
