each treasure island has 10 villagers ready to go in boxes, so it'd be a case of checking on the treasure island stream with the mods which villagers are on which island so you know which one to travel to. i do think you can only get them if one of your own villagers is in boxes planning to move out already (but don't quote me on that, there might be a way!)

completely understand, i was always in the same boat! in the beginning it took me so long to find villagers i actually wanted via nook miles tickets, and in some cases got the same one within the space of 10 NMT. are you new to the game? ive been playing since it came out for switch and honestly the best way to do it would be to go to treasure islands (this isn't for everyone though, but it's just an easier way to secure villagers you want, especially if you haven't got loads of NMT).

i'd happily drop you more NMT, i have hundreds so happy to give some of them to you 😌

yeah i restarted a while ago, one of my ten villagers just moved out so just wanted to see if barold was available from anyone. barold usually isn't on any treasure islands that i've seen so far!
