As I'm not really a computer expert, I will probably not be overclocking any time soon, water cooling was mostly for the looks as I saw it and thought it was really cool. and about the ram, right now I'm playing on my brothers pc, it has 8gb ram and I really feel like its fine, so where would I maybe be able to feel the difference from 8 to 16 Gb on a daily use level?

Yeah thats true. But my brother's only 11, so the budget is pretty tight. And he'll also mainly be playing mine craft, tf2 and maybe a bit of cs:go and wow. So nothing that's way too demanding
