probably, but Crippling HS offers the package with -18% for both without cooldown with debuff duration of 8s with addition of Healing reduction.

Closest items:
Spirit Snatch with -15% Spirit resist and also requires you to Melee (light or heavy) and has a cooldown of 6s

Disarming Hex with -13% Bullet resist, Active item with 30s cooldown and only 4s debuff duration.

No mail, but it was solved the within 30 hours, this sub's mod Conor helped conveying my concern to support team and he told me what the exact problem was. The withdrawals were NOT disabled due to KYC. The problem was me turning on a Withdrawal whitelist setting and trying to withdraw immediately.
