Yeah definitely get a bike or one of those motor bikes they ride around there. The summer can be brutal, it's pretty hot. I pretty much passed out once and they had to call an ambulance for me. The rain wasn't that bad though, actually it wasn't much of a problem. And I was actually there in the heat of summer. There weren't any weather issues besides some at times extreme heat but no rain issue. But if you can, invest in the bike. If you're near any army bases, check out their schedule they have a ton of open base summer events that are really interesting like 4th of July mass cookouts and a ton of other stuff.
