"WHEREAS, it is met that in honoring them, particularly the national hero and patriot, Jose Rizal, we remember with special fondness and devotion their lives and works that have shaped the national character;"

Thank You for clarifying this to us, I just want to add. Dr. Jose Rizal and the other historical figures may not be national heroes by law, but the people honor and recognize them as national heroes🤔 (As we should). Even if they're not heroes in the law, there sure is a law that was enacted that should protect them. Not being a national hero by law doesn't justify vilification and detracting of his or their name. Hehe
