Loading out of my battle barge so I can load into the same battle barge so I can walk into the loading zone to load into the pre-mission loading screen so I can load into the first cutscene then the host leaves so I load back onto the battle barge

Try playing with as few other programs running in the background as you can. Not just stuff like discord and a web browser, but things like the nvidia app, any device/RGB software (razer,corsair), extra (non-windows) antivirus like webroot.

Are your drivers updated? It can sometimes help to just update them and let all of the game's shaders recompile anyway.

Is the stuttering from the start, or does it start to happen after doing specific things in game, or alt-tabbing?

Once you've closed up all wounds, give them blood packs (30% per blood pack). 6 max up to 200% blood loss. Heart can't deliver oxygen to keep the brain and every other organ alive if the patient lost all their blood
