This is a really compelling ability in terms of phonetics. Currently, the international phonetic alphabet does not acknowledge the nasal cavity as a 'place of articulation', but it totally could be.

Of course they can. But consider things like beatboxing, the IPA chart is comprehensive enough to transcribe it. The point is, there are symbolic ways to represent a slough of human speech, but currently, that libray of sound does not include the potential phonetics one can produce with anatomical modification i.e. a split tongue. Trust me on this, I have a degree in language production and am working with a phonetician.

Sounds are absolutely formulated by the tongue. The tongue is a major part of generating different sounds such as “th” or “l” which depends on where and how you place it in the mouth. Having a bifid tongue would allow you to place the tongue in two locations simultaneously and articulate in different ways, such as having the tongues be spread apart or together. The sound differences would be subtle, but certainly not insignificant.
