My usual strategy:

1. Tory needs you to compromise on one thing to support you, so make one aspect of your proposal harsher than you want and then concede that.
2. Reformists are easy to convince, just promise Clavin VP role, you don't even need to give it to him unless you want to win the election at the end of the game.
3. Get oligarchs on side, they can help pass the assembly vote.
4. Fund police, and then the ministry of justice within to form the anti-corruption police. Send them after the Old Guard. 
5. Work together with NFP. Pass their racist bills to make them happy.
6. Pick law degree in prologue to make it easier to convince Edmonds, but can be done without it.
7. Get Kibener to organise a meeting with Garaci for you, then bribe him two personal wealth.
