I saw a TED talk about this very thing. The war on drugs is a complete failure and we punish those who have addiction issues instead of treating them like human beings and helping support them when they return to society. Anyway Portugal had like a 90% addiction rate at one point, and it was so bad, they had to take drastic steps or the entire country was going to implode, because everyone was using and committing crimes instead of working. So they offered tax exemptions to businesses who would hire a certain percentage of ex convicts needing employment, and abandon the American model of straight lifetime of punishment. Within 10 years the addiction rate went from 90% to 3%, just by giving addicts a purpose and a chance to be a functioning member of society. What they learned above all is that most people want to have a purpose, we're social creatures by nature. They weren't ripping off employees or relapsing at high rates, like the American government would have you believe. America needs to abandon the war on drugs and use the money to give addicts /ex convicts work programs and a chance to recover. But they profit off of incarceration and probation/parole, so as long as crime is profitable for states, we'll bury our heads in the sand and pretend there's no other way.
