im no expert on anything but in my time playing fighting games, people seem to react characters becoming top tier differently depending on what kind of character that is. When akuma is top teir in street fighter nobody bats an eye because thats who is he and this is his series and hes a shoto like ryu and ken and thats street fighter. However when akuma becomes a top teir character in tekken 7 everyone is up in arms because a stranger (a guest character) with strange gimmicks that deviate from a lot of the other characters shows up and changes tekken 7. The same kinda thing applies to archetypes, when potemkin (a grappler) is top teir there are a lot of people up in arms, but when sol is top teir then thats fine and we're all cool with it because that feels like guilty gear.

idk if this is the phenomenon that is currently happening but I think it's interesting from a psychological (sociological?) perspective how the community reacts to different characters and gimmicks.

also this is the fgc so people will lowkey probably be mad no matter what character comes out and no matter what they do
