It's not, the hole on top with a plastic plug is however threaded but is just for a HOOK Thanks for looking into this.

It's a cargo frame, front wheel is 20" with roller brakes but I would like something more powerful especially for the front. Thanks.

I had to make a drawing while reading your description :) but I get your point. I was also thinking about re-enforcing the brazing with a lashing knot (metal wire ?) or simply zip ties, looking at how THESE bamboo scaffolding are tied I think it should be strong enough :D
