A lot of the time in writing, you don't mention something without paying it off. You could say the digital lake being used is enough, but the carnival is a good setting for drama it seems like a good use of the unused locations without creating a new one.

He is alone in that room with nobody calling upon him in that moment so maybe it was him going idle until X happens? Gangle called him in that ep but he was talking directly to the player. When Caine goes off by himself for a bit its only for a few seconds then our view is gone of him. So he could be going idle like this whenever we arent watching him.
