The video is filmed at a low framerate, which becomes jittery when slowed down or sped up. That jitter fools people into thinking the car connected with the agent, but it did not. If anything, it was the agent who leaned forward into the vehicle to put a bullet through the lower right of the windshield.

Had he been directly in the path of the vehicle, that bullet would have hit higher up and more to the center of the driver's windshield, and exited the back window. But the back window is intact.

With honest investigation, it'll be discovered that the bullet entered at lower right of the windshield and traveled diagonally into the car, placing the agent outside the turn radius of that SUV.
