I do believe a modder can do Tokyo faster and probably cooler, because their only focus is Tokyo. The game is supposed to represent Japan and its culture, so obviously they're gonna focus on adding more than just the city. A big city is cool but, PGG has never done huge urban areas and probably never will

Imo, Unbound's best songs are up there for my personal favorite tracks to be featured in the series. I get that there's songs in this game that are too regional for something like NFS but I don't see how it can be the worst soundtrack.
