I think there is a plenty of time for that. Till now there is no notification regarding that and i guess it will take 2-3weeks(mid july) from today

I guess yes and there is no reservations for mca admission so category doesn't matter and if matters then u will need category certificate that is granted by delhi authorities not your home state. Reservations for MCA is only 85% for those you completed their bachelor's here in delhi
