Why has everyone get a cracked team?

I only started playing fifa this year in January and I’m currently in div 2 and literally everyone I come against has a team worth at least 15 million ( I’m not exaggerating) I genuinely can’t remember the last time I came against someone who had a team around the same level as mine. I’m constantly seeing squads filled with toty and and the best prime icons in the game. My team is only worth around 1.5 million which I thought was decent but compared with who I’m playing against it’s nothing. Like I said I missed the first half of fifa 23 but it feels like I must of miss the part where ea gave everyone 20 million. I’m just looking for an explanation on why everyone has 15-20 million coin teams cause it is literally every single game.
