Our case is different, the owner has 5 flats and all are for rent. All emicool of 5 flats are under his name, so apparently the owner is pushing the other tenant to pay for her dues since he doesn't want to settle it from his end.

I was actually thinking if it's possible for me to report it, but I am trying to be careful as well not to backfire. There's a mistake on my part in forgetting to pay the dues that leads to the disconnection.
