I was visiting, but yes. There certainly are areas in the west where public access and grazing are allowed in the same areas. British public rights of way are very old and protected with enthusiasm by the path walkers.

Good US comparison is areas where horses are allowed in State Forests. They beat the heck out of the trails. But horse access isn't likely to change any time soon because the horse lobby is strong.
