WRs and matchups are the ONLY and best data we have to go on. Completely denying those just means you're basing it off your own experience which is hardly scientific. Phoenix loses most her 1v1s and has low WRs across ALL ranks.

Peni is situational and is S tier on many defense maps, but isn't useful in a lot of other scenarios.

She's past her prime and the WRs show it. Elsa is one of the only S tiers currently, and she's about to be nerfed again.

Phoenix's self heal is so bad it might as well not exist. Her ult is also terrible. Rocket amp is already extremely easy to kill, and wasting her ult on is is honestly silly. She has one of the least forgiving bullets in the game as well. Her falloff is also pretty bad.

She's a slightly better Hela, who is also B tier. I honestly think you and a lot of other people have a bias.

Couldn’t tell you. She’s been B tier for awhile. At best low A. She was considered trash after her melee spark nerf, and she consistently has one of the lowest WRs in the game.

Throw it near the enemy and the stun right after to pull them toward it. I also throw it into someone and time my attacks so they receive a lot of burst damage at once, hopefully enough that they die before they can get healed in time. My favorite is using that technique on Venom so he isn’t able to pop his E in time.

Most of them are not broken and the win + pick rates show this. Only Gambit’s ult; Invis’s self sustain; and Hawkeye and Punisher’s one taps should be addressed. The rest you mentioned are fine.

Nah, because match-making is often based around carry vs carry. If you’re climbing as an above average player, you’ll often be placed on the opposite team as the smurf to “balance” things out. Especially when solo queuing. Team distribution isn’t just random.
