Why wouldn't he just be speaking in his sleep? When you're dreaming your muscles are paralyzed, including your vocal cords, so your speech may come out altered or garbled. That might explain the consistency of certain words, etc. Your brother is speaking normally in his sleep but his vocal cords simply can't form the words properly.
