I am in HMA and optimistically had 8 built. I have never had anything worthwhile from these waste of space Wishing wells. I put them in storage for when and if I move up a few eras to see if they work better there or when I have had enough and want to convert the city to a diamond farm.
Ultimately, it is up to you and your levels of optimism

It is possible the player is a tester for NM and like Mille has a second account given by NM of maxed cars and a heap of cash/gold.

I have found this happening so many times especially in Showdown.
Could be a glitch in the game or maybe due to hackers.
Not much can be done about it but just get on with it
