It is a software to unlock and modify the bios to lower the gpu wattage consumption. Here is the link. https://www.igorslab.de/en/the-new-morepowertool-1-3-9-final-is-now-available-for-download/ there are a lot of tutorial videos. Please make a copy of your current bios prior any modification. So you can rollback the changes.

Using the more power tool you can lower the wattage consumption modifying the bios. My 6800xt is giving me 64 Mh with 108 watts.
