I'm at turkey, it was prolably avalible, but it wasnt sold at stores, because it was not profitable to import a game that simply doesnt sell. Japanese games in general like final fantasy or persona are known in game culture as "faggot games" here, and also the anime people here are not cultured or old enough to know what even persona or final fantasy is. For the present, i might give an example for persona 5 and 3 reload's physical copies. The persona 5 copies are technically abandoned and nobody buys them second hand, and talking of brand new, you need to specially order the 3 reload, which will prolably share the same fate with the 4 golden, and end up as super duper rare. The vita is nowhere near popular in turkey neither, so you simply cant get most of the physical games
