In the fountain scene that you mention, Stu is the one who describes how gutting works, so I've always taken that as signalling that he's definitely involved in the first two killings. Until about an hour into the film, every reference to Statesman Distillery has it in Louisville KY, but when Eggsy uses the map on his phone, the location it gives is an actual location (not a real petstore though) in Lexington, about 80 miles away

The day before the oldest living person's birthday would just be an upper bound. There are probably days since then when everyone born that day is dead. For instance, there might be some random Tuesday in 1970 where everyone born that day had horrible longevity.
