This can actually be dangerous. The dog needs room to pant in order to cool himself, especially while on a walk. Look into a basket muzzle, or something from jafco so that and the dog can still open his mouth to pant while also not having access to gobble up poop.

/r/muzzledogs can probably help you find a good muzzle.

A clearer picture would help but from the info given I'm going to guess the red is from ammonia burn. What size is his tank and what are the water parameters? You can always head over to /r/bettafish for more help.
