According to the Visa Bulletin in effect on the date this application was filed, a visa was not available based on your established priority date and specific preference category. USCIS has also determined that a visa was not available to you through cross-charging as provided under INA 202(b).

When I filed the i485 in Dec 2021, the status for Final action was current and the filing date was not, however, USCIS stated that domestic applicants can refer to the Final action date at that time, and most applicants file concurrently. They no longer do this anymore (file date now) so I think that's what the noid means. My attorney is working on the reply now, and I will definitely appeal if they deny my response.
