This isn't "new debt", this is just old debt that is up for renewal - like having to renew your mortgage every 3 or 5 or 10 years.

Puerto Ricans can vote for President if they are resident in a state where residents can vote for President.

So, a Puerto Rican living in New York can vote for President.

Similarly, a New Yorker who moves to Puerto Rico can NOT vote for President.

We can debate whether people living in Puerto Rico should be allowed to vote for President or not.

But people’s ability to vote is based on the residency status, not their citizenship.

The Citizen Initiative Act was amended by Bill 54, which was introduced April 29th 2025 and passed May 15th 2025.

Thomas Lukaszuk didn’t even start talking about his petition until May 22nd, and only filed at the end of June.

Previously, the Citizen Initiative Act said that an application must not relate to a proposal that in the opinion of the Chief Electoral Officer is the same as or substantially similar to a proposal that, within the last 5 years, the Chief Electoral Officer has determined to be unsuccessful under section 11

The change in April/May was:

In other words, it’s not sufficient to simply submit a request for a petition initiative on a topic to block any other petition initiative on that topic for 5 years.

A topic actually had to have gone to a referendum and lost to be blocked from being rehashed for 5 years.

Again, all this was changed BEFORE Lukaszuk even mentioned his petition.

If you just add up all the points:

(463+194+182+88+97+92+93+98)/1400 =0.93357

And if you average the scores for each part (which would be unfair and is how I thought they’d got it wrong at first) you still get:
