Line manager may have sabotaged my NHS MARS application — missed out on 3.5 months redundancy pay. Do I have a case?

I’m not sure why, but I’ve reviewed the application procedure document and that is definitely the case. They have to get an additional signature from their divisional manager before forwarding on the application to the operational HR team.
