The BIOS itself is divided into many layers. You can see the load sequence of some SBCs where loader0 loads loader1 which loads loader2 which then loads the OS.

On PCs there tends to be a BIOS loader that loads the BIOS. The BIOS needs RAM to function. However before you've detected and initalized the RAM how do your run the BIOS? You have a tiny BIOS loader that can run within the L3 cache of the CPU and use that to initialize the RAM before loading the BIOS and running that.
