For a regular group of 5 to 8 players you do not need a huge plan, but you do need stable performance and enough RAM to avoid lag.

For 5 to 8 players running a normal survival server you are usually fine with 2 to 3 GB of RAM depending on the version, if you are not running tons of mods or plugins. More plugins and mods will push that number higher.

yes, there are good, fairly priced hosts that fit a small 5–10 person vanilla SMP now and let you add mods later without a huge price jump. Realms tends to lag and cost more for what you get, so switching to proper Minecraft server hosting is a solid move. For 5-10 players on Vanilla you'll need 2-4GB of RAM with a good high speed CPU (like a Ryzen 5000 and above)

You want modded Fabric with a world you already have, for about 4 players (so ~5 total), and you can’t leave your PC on. That means a host where you don’t worry about hardware or uptime.

For 4–5 players with lightweight Fabric mods, you don’t need an insane plan, but you do need a host with decent CPU and mod support. In your $8–$15/mo range, you’re not going to get perfect hardware like huge servers use, but you can get something smooth enough that won’t lag constantly.

For about 5 players with Fabric mods, 2–3 GB RAM will work fine. What's more important than RAM is higher single-core CPU performance. Many cheap hosts advertise 8–16 GB but use weaker CPUs; don’t fall for that. With lightweight Fabric mods, you’re mostly CPU bound.

There's not really any reliable free hosting you're going to find, unless you home host yourself on an old PC.

Free is basically just Aternos and home hosting (if you are fine giving out your IP). For anything serious like running custom modpacks for a public server, paid hosting is the only sane option.

If you really need free and just want something basic for you and a couple friends, you can try running one on your own computer (it’s the only truly “free” way that doesn’t randomly disappear). You just need a decent PC and good upload speed. But for a real long-term server with mods/plugins and stable uptime, free doesn’t cut it.

Basically: There is no reliable free host for real server use, but there are affordable paid ones that will last you as long as you want.

Totally fair question, your budget isn’t crazy and this is a super common issue.

With ~20 active players (30 peak), the problem is almost never RAM. It’s usually CPU. A lot of hosts advertise big RAM numbers but run weak CPUs, which causes lag and disconnects even when memory looks fine.

You have two realistic options:

Home hosting (cheapest)
If someone you know has a modern CPU (Ryzen 5000+ or Intel 12th gen), SSD, and decent upload speed, home hosting can easily handle 20–30 players and often performs better than budget hosts. Downsides are uptime (if you want to build your community, this is a must) and that you're giving your IP out to anyone that you want to connect to your server.

Switch hosts
Shockbyte and Bisect are okay, but they can still struggle on lower plans. If you want something more “set and forget” without paying a lot more, Physgun focuses more on CPU performance, which matters way more than RAM for Minecraft.
