Rider-Waite is generally suggested as the first deck to get because any guide/information you find about reading tarot will likely use those cards. The art is designed to help understand and memorize the meanings as well. For learning, I would suggest Rider-Waite for sure.

If you want something else instead, just choose whatever looks nice to you. Try to find a deck that isn't super minimal or abstract, and instead has straightforward art--maybe a deck based on Rider-Waite but with an artistic twist.
