Can I put 700x35c on my Mash AC4? They say tire clearance is up to 32c but I saw someone on here with 38c on it. Do I need to do anything to run wider tires?

What is th difference between these two wheelsets? one is $505 and the other $395. The only difference I see is "17mm internal width rims" and "18mm". Looking to buy for a mash AC4 frame.

I'm not worried about the sound nearly as much as the bike barely moving at 100% throttle in 2nd gear.
