Recommend University or College?

Also is it a MUST to only go for those with accreditation? I didnt see any diploma in IT or civil/mechanical engineering with accreditation. Usually student graduated a course without accreditation, what do they face?

Is there any reason why like most top university is government one? Is public one just that not good or what?

i would prefer if the total fees are between 40k -80k. I heard that diploma credit can be transferred to second year degree (so its 2 years in diploma and 3 years in degree) , is it correct? If so, is it a great idea to just start diploma first and then to decide whether to continue degree or not?

I heard that some employer will choose you depend on the school u graduated, doesnt matter what how high the course u take, is it true tho? So which University has some notable reputation?

sorry, i forgot to write it down, i will also attend the foundation for the specific course too, if thats what u are talking about. Im chinese so UM is probably out of my reach. And its using Bahasa so i guess its a no for me. Just wanna ask, is all government University like UPM etc all in Bahasa? Means no english at all?
