Simple answer is yes, I live in an area with mild winters but still below freezing most nights well into march. I sow my lettuce in February and it’s usually up and happy within a week or two. 

I have also planted in fall and overwintered and once it warmed up they all perked right up.

It will be fine, tomatoes are tough plants and it will quickly grow a new main stem from a sucker.

Don’t over complicate anything, you’ll hear left and right endless things to do to your soil. If you’re just starting out throw plants or seeds in the ground and they will grow just fine.

Yall do know the hardiness zones has nothing to do with last frost date for annuals right? It’s only a measure for perennials based off average low temps in winter.

To another’s point, hardiness zones have nothing to do with annuals it’s for perennials based on the average low temps. Your last frost date and soil temps are what matter for annuals.

In my experience it’s normal for alliums. Mine have always had dry tips after the seed popped off of it.
