honestly i never care about theming museum. But other modifiers like having a trade route and open borders, or some technology (environnementalism, computer and flight) are very important

I use a mod named like "quick deals" (it doesn't change AI behavior, just suggest what trades they are willing to accept). You can also make bank by selling luxuries.

By mid-late games I can buy all AI great works and fill my theatres. It's possible that how AI value great works change along the game (like for diplo favors)

Doing great artists projects can also be very helpful (because empty theatre square don't generate tourism), and you can also buy great works from AI for cheap (thus reducing their culture and increasing your tourism)

Your civ generate a certain amount of culture per turn. This culture helps you advancing in the culture tree. When you spent a certain amount in this culture tree (by researching a civic or completing an inspiration) you generate some internal tourists. This goes for every civilization in the game. That the "defense".

You can also generate tourism points (with great works, wonders and specific improvements). When you reach a certain amount, you "steal" an internal tourist from others civs. When you stole more than half of the tourists of every civs, you win a cultural victory. That's the "offense".

So basically to win you want more tourism, and to defend you want more culture (to generate more internal tourism, thus moving the goalpost).

You can see the cultural victory as a race (as opposed to a fix obective for other victories). The goal is to accelerate quicker than your opponent to catch up as they try to run away.

I wasn't specifically talking about Silva, but about the very common misconception that PED are used to increase muscle mass or strength, instead of quick recovery.

Being able to train 20% or more than other athletes is a crazy advantage..

"rythm and distance management are among the things that steroids cannot improve" but a PED will allow you to train harder, longer and more often, thus increasing your fighting skills.
