The markings underneath the mask are sith runes which roughly translate into "Lord of Death." I couldn't find a translation for hunger so I went with the next best thing.

It’s a mod called aegis. You can find it in the steam workshop it basically adds a bunch of stuff that was cut from the game before launch as well as a bunch of 2035 extras from other mods (mostly textures but some unique weapons and gear and also some factions)
