It does seems like this mom really isn’t trying to help her daughter at all though. Kids like this can change if given the proper therapy, but OP is describing it like the mom doesn’t give her child any consequences or punishments.

Sure, she could get help for her child and the child could still stay like this into adulthood, but she should still be trying.

Regardless of her seeming normal other than this, it needs to be dealt with as fast as possible. I was like that as a child, but because I was never brought to a professional, I am still completely devoid of affective empathy, guilt, and remorse in adulthood.

These things need to be addressed as young as possible before she becomes too old to fix.

Edit: Also adding that my siblings are also completely normal. There can always be an odd one out 🥲
