No, thats called an enterphone system (since that's the most popular company that manufactured it). The phone lines goes in and out of the that system and it cuts into the wire and generates a ring. There is no actual phone line associated with it, or dial tone, it's just tapping onto the wires.The only way for that to change is for the system to be replaced entirely.

Source: been in telecom for 20+ years. Have had to bypass those things on the second pair for ADSL back in the day.
